随着医院信息化改革的不断深入和信息科学技术的发展，区域性医疗卫生信息共享成为吸引国内外学者研究的热点问题。区域医疗信息共享是在一个区域内不同层次、不同卫生服务部门信息系统间，医疗信息和医疗设备的交流与共用，以便更加合理地进行医疗资源配置，节约医疗成本，提高诊疗质量，提高医疗设备利用率降低医疗费用，避免医疗资源的浪费解决居民“看病难，看病贵”的问题。系统、深入研究区域性医疗信息共享体系建设不仅有利于增强我国医疗信息化管理的透明度，提高医疗机构的工作效率，改善我国医疗卫生资源配置不合理的现状，同时还可为广大居民就诊提供便利，促进医检结果区域内的同城互认，显著降低病人的就医成本，因此具有重要的理论意义与实际价值。
本文针对区域性医疗信息资源共享体系构建问题展开研究。首先，详尽阐述了区域医疗信息共享产生的背景和意义，梳理了国内外医疗信息共享发展和理论研究现状，深入分析了我国区域性医疗信息资源共享现状，同时也分析了唐山市医疗卫生信息化建设现状，如区卫生资源调查、床位状况、人员状况、工作量状况、卫生资源利用状况、医院信息化建设现状等。然后，详细分析了国内外医疗信息资源共享建设案例，据此找出唐山市区域医疗信息协同建设的借鉴经验，如提高信息整合的标准化程度、协调实施信息化管理的内部关系、提升信息共享交流水平、加大复合型医学人才培养力度、制定和统一的隐私安全管理标准等。最后，构建了唐山市区域性医疗信息资源共享体系架构，并详细阐述了其中的核心模块如区域全民健康档案资源模块、区域性医疗信息资源管理中心模块、医疗信息的数字化管理模块、公共卫生和预防保健信息的数字化管理模块等，并给出了唐山市区域性医疗信息资源共享体系的实施策略。

Study on regional medical information sharing not only to enhance the transparency of the medical information, improve the hospital information management, improve unreasonable allocation of medical resources in our country the status quo, and sees a doctor for the residents improve convenience promote city recognition for medical examination results, reducing the patient's medical treatment cost, so it has important theoretical significance and practical value.
In this paper, we study the construction of regional medical information resources sharing system. First, elaborates the background and significance of regional medical information sharing, summarizes the domestic and foreign medical information sharing development and theoretical research situation, health informatization construction and the construction of hospital information system based on in-depth analysis of the regional medical information resources sharing status, at the same time, it analyses the Tangshan City medical and health informatization construction status, such as district health resources investigation, beds, personnel status, work status, health resources utilization, hospital informationization construction present situation and so on. Then, a detailed analysis of the domestic and foreign medical information resources sharing construction case. On the basis of which we find Tangshan City regional medical information for collaborative construction experience, such as focusing on information sharing, to citizens need as the center, the government should pay attention to coordinate interests relationship between the various departments, to standard standardization method development of medical information sharing. Finally, construct the Tangshan City regional medical information resources sharing system architecture, and the key modules such as regional national health file resources module, regional medical information resources management center module, medical information digital management module, public health and preventive health care information digital management module is introduced in detail, and gives the Tangshan City Regional Medical Information resources sharing system implementation strategy.
