TOD,即以公共交通为向导的城市规划设计理念,可以增加土地利用的多样性,提高公共交通分担率,从而减少城市机动车保有量。TOD是未来城市发展规划的主要模式之一,有助于缓解城市人口陡然增多而带来的交通堵塞、能源浪费、环境污染等城镇化问题。成都市目前正大力推广TOD建设,但缺少对TOD建成后在交通效率方面的评价研究,因此,如何在TOD项目建成后对其交通效率发展成效进行有效评价,并对未来TOD的发展提出经验与建议是亟待研究的内容。
本文针对城市TOD交通效率发展成效评价进行研究,确定了覆盖车站运营和乘客出行两大方面的评价指标,并通过相关系数-熵权法的结合来确定各评价指标的权重,在一定程度上可以避免仅使用一种赋权法而带来的局限性。在评价方法上,本文选择了基于可拓法的云模型对TOD交通效率发展成效进行评价,可拓云模型的一大特点是能兼顾模糊性和随机性,从而使评价结果更加科学准确。通过计算评价指标的云模型特征参数,利用MATLAB编程软件分别得到车站运营和乘客出行的评价云图,并基于这两个一级指标得到城市TOD交通效率发展成效的总体评价结果。
最后本文选取成都西站TOD进行实例分析,其TOD交通效率发展成效结果为良好,验证了可拓云评价模型在TOD交通效率发展成效领域的可行性和有效性,并基于评价结果给出了成都西站后续发展的具体改进建议。

外文摘要:

TOD, the concept of urban planning and design guided by public transportation, can increase the diversity of land use and sharing rate of public transportation, and reduce the number of motor vehicles. TOD is one of the main models of future urban development planning, helping to alleviate urbanization problems such as traffic congestion, waste of resources, and environmental pollution. Chengdu is currently vigorously promoting the construction of TOD. How to effectively evaluate the effectiveness of the development of its transportation efficiency after the completion of the TOD project, and to put forward experience and suggestions for the future development of TOD is an urgent research content.
This paper studies the evaluation of the effectiveness of urban TOD traffic efficiency development, determines the evaluation indicators covering two aspects of station operation and passenger travel, and combines the correlation coefficient-entropy weight method to determine the weight of each evaluation indicator, avoiding the limitations of a single weighting method Sex. In terms of evaluation method, this paper chooses the cloud model based on extension method to evaluate the development effect of TOD traffic efficiency. This evaluation model can comprehensively consider the ambiguity and randomness in the evaluation process, so that the evaluation result is more reasonable and accurate. By calculating the cloud model characteristic parameters of the evaluation index, using MATLAB programming software to obtain the evaluation cloud map of station operation and passenger travel respectively, and based on these two first-level indexes, the overall evaluation result of the development effect of urban TOD traffic efficiency is obtained.
Finally, this paper chooses Chengdu West Railway Station as an example. The results of the TOD traffic efficiency development are good, which verifies the feasibility and effectiveness of the extension cloud evaluation model. Based on the evaluation results, specific improvement suggestions for the subsequent development of Chengdu West Railway Station are given.
