我国在一些经济活动频繁的区域,客流量增长迅猛,正在计划或正在修建高速客运专线。旅客列车的运价制定是旅客列车运营组织工作的重要组成部分,伴随客运专线的建设,客运专线旅客列车的运价模式需要进行及时研究。对客运专线运价制定方法进行研究,在客运专线建成投入正常运营后抢占市场份额,发挥更大的社会和经济效益,具有十分重要的意义。

论文首先较全面地介绍了客运专线的技术经济特征,系统定性地分析了客运专线运输产品的运价特点及影响因素,得到相关结论。

其次,论文阐述和分析了既有铁路运价体系的优势和不足,结合国情,探讨了我国客运专线运价形成的特殊性,对在特有的融资方式和管理体制下客运专线可能的定价模式进行了较为深入的探讨和研究。

再次,分析了铁路客运专线建成后交通量的变化,建立运量和运价模型,对运输通道内交通量的变化和运价率之间的关系进行了分析。

最后,研究了客运专线合理的定价模式,在分析国外高速铁路定价方式的基础上,针对客运专线我国客运专线运价制定应该考虑的问题,提出了适宜我国客运专线旅客列车的定价原则、定价目标、定价策略以及运价形式,并以季节性差别定价法为例进行了实证分析。

    论文借鉴了国内外多种运输方式在运价形成机制和价格策略上改革的经验教训,结合作者所参加的相关铁路客运专线研究课题,运用系统科学、数学、微观经济学、宏观经济学、运筹学等基础学科的理论方法,详细研究了客运专线修建后运价的形成机理,旨在总结出一些规律性的东西,为客运专线运营企业的价格形成机制及运价策略研究提供有益的决策参考。
外文摘要:

The volume of passenger traffic increases constantly and rapidly in some area where economic activity is highly frequent.High-speed railway, a new line special for passenger traffic, is being planned to build in these areas in our country. Price making of passenger train is an important part of transport organization work, with the building of dedicated passenger traffic lines, price making of passenger train on which the research is needed to be studied in time. It is very necessary to study the price method of the special high speed railway linesin order to take up the market share quickly, and to develop more social and economic benefits.

Firstlythis paper comprehensively analyses the technico-characters of dedicated passenger railway.It uses method of system science to qualitative analysis the characters and factors influencing price making on the special high speed railway linesand finally given the possible conclusions.

Secondlyunder the background of macro-economy and current status in our country, on the basis of analyzing the advantage and disadvantage of the current railway price system, the financing problem of the special high speed railway line and possible manage systemthe possible price making modes on high-speed lines are also drawn.

Thenthe variation traffic volume is analyzed, the volume and price models have been given out to study the variation between the traffic volume and price rate of transportation corridor.

Finally, it is studied that the reasonable price making mode of high-speed line. External price making of high speed line is analyzed. Based on the analysis, conclusions of our special high speed railway lines are proposed, integrating with the facts such as price making principle, subject, strategy, method and form. At last, the article takes seasonal differential price method in passenger special line as an example to proceed example analysis.

in this thesis, absorbing the reform experience and lesson in price form mechanism and price strategy of other transportation fashion, combined with the research subject about relative dedicated passenger railway of which the author has engaged in, applying the theory and methods of system sciencemathematicsmacroeconomics, microeconomicsoperations researchit does detail research about the price form of passenger special line, its purpose is to conclude some law and provide the price form and systemic price tactics means for the enterprise of the passenger special line.
