改革开放以来,随着我国经济建设的迅速发展,人口日益向城镇集中, 城市进入一个高速发展、结构调整与空间扩张时期,城市的土地利用、空间结构、经济结构与社会结构呈现出巨大的变化。城市开发过程中也经历了城市结构调整,功能重组与城市空间扩张的过程,这些都涉及城市的土地开发与重新开发,需要进行土地征用、居民拆迁、土地开发。在城市开发过程中牵涉到种种的社会不同利益方的利益,如何制订城市开发政策和建立协调处理各利益相关者利益机制,是本文研究的主要内容。
首先,本文利用国内外城市治理理论,整理出与城市开发相关概念:城市经营与经营城市、城市治理、城市管理、城市营销、城市管治。并将城市治理具体模式归纳为管理模式、社团模式、支持增长模式和福利模式。同时,根据城市发展侧重点的不同,运用不同的城市发展的增长管理方式:城市增长模型理论、利益相关者理论以及公司伙伴关系理论,以此来协调与解决在城市发展过程中产生的种种问题。
在城市治理理论研究的基础上,本文对城市开发的具体方式归纳为(1)城市旧城区的更新改造;(2)城市边缘区扩展;(3)高新技术开发区与经济技术开发区等新产业空间的建设。并将其中涉及到的利益主体主要归纳为城市政府及其部门、开发商与相关企业、社区居民。由此形成三方利益格局:地方政府代表的国家与城市整体利益、参与开发企业的商业利益、被影响拆迁的居民的个体乃至拆迁地域的人口的群体利益。同时,对成都市成华区具体的城市改造过程进行了调查问卷研究。
最后,根据调查问卷反映出的城市开发过程中各利益主体问题,对现行的城市开发具体的拆迁模式进行了改进,改进后的城市拆迁模式,主要是将在拆迁中可能出现的纠纷和矛盾前置,充分听取公众和被拆迁人的意见和建议,调动被拆迁人主动参与城市开发的积极性,在矛盾得到基本化解后再实施拆迁。

Since the reform, with the country economic rapid development, the population has been centralizing to the city day by day. And the city has entered a high speed development, the structural adjustment and the space enlarged period. Great changes have taken place in the land utilization, the spatial structure, the economic and social structure of the urban simultaneously. The urban development has also experienced a process of the urban structural adjustment, functional reorganization and urban spatial expansion. All these come with the urban land development and redevelopment, requiring land expropriation, resident relocation and land development, in which involving all kinds of stakeholders’ different benefits. How to make urban development policy and establish coordination mechanism to deal with the benefit of the stakeholders is the main part of this article.
   First, using the urban governance theory at home and abroad, this article has sorted out some related concepts about urban development: The city management and managing city, urban governance, urban management, urban marketing, and urban regulation. And this article has reduced the specific urban governance model to the management model, community model, the supporting growth model and the welfare model. At the same time, according to the different focuses on the urban development, this article has analyzed the main part by adopting the growth management model of different cities, the urban growth model theory, the stakeholder theory as well as the company partnership theory, in order to coordinate and solve all sorts of problems rising from the process of urban development.
  Then, based on urban governance theory research, this article has generalized a conclusion as following: (1) the renewal of the old areas of the urban; (2) the expansion of the fringe areas of the urban; (3) the construction of new industrial space, such as the high and new technology industrial development zones and economic technical development areas and so on. It has reduced the benefit bodies involved into the urban government and its department, the developer and the related enterprises, and the community residents. Therefore, it has formed the tripartite benefit pattern: the country and the urban overall benefit represented by the local government, the commercial interests of the enterprises participated in and the individual interests of the affected and the relocated resident and even the group interests of the population of relocation areas. And this article has conducted a questionnaire survey to the concrete urban renewal process in Chenghua District of Chengdu.
Finally, on the basis of the problems claimed by the various stakeholders in realistic urban development process illustrated in the research data, this article has made an improvement to the concrete relocation pattern of the present urban development. The improved urban relocation pattern mainly takes account of the conflicts and disputes what may happen before carrying out the relocation. Listen to the views and suggestions of the public and the relocation household fully, and mobilize the relocation household’s initiative is to take part in the urban development. After having been in the main resolved the disputes, we put the relocation plans into action.
