在知识经济时代,知识型组织是知识经济时代的主导组织,知识取代了传统的生产要素成为最重要的生产要素,组织的知识密集化成为组织的新的发展趋势。谁掌握了知识,谁就在竞争中处于优势,善于学习的组织将会立于不败之地。但知识也是一种稀缺资源,“知识是组织最宝贵的,却是最管理不够的资源”。到目前为止,有关知识共享问题的研究己经受到了国内外学者的密切关注,但尚不存在知识共享模式综合选择的研究结论,并且以上理论基本是对企业知识管理的研究,或者对组织的类型避而不谈,对我国公共组织内部的知识共享模式的研究是方兴未艾。
从某种意义上来说,如何应对不确定性的环境和公众需求的变化,给了组织一个答案,那就是以知识共享为核心的知识管理和组织学习。本课题通过理解国内外学者从多学科多角度对知识管理模式研究的精髓,强调信号、信息到知识的转化,强调知识共享在知识流动与构建学习型公共组织中的核心地位。本课题力图化繁为简,并结合我国公共组织构建学习型组织的案例,分析了学习型公共组织与组织内部知识共享的关系,初步探讨了适合中国公共组织有效知识共享的合理模式。

外文摘要:

In the era of knowledge economy, knowledge organization is the leading one of the age. Knowledge replaces the traditional productive factors becoming the most important one, and knowledge concentrating of the organization becomes a new development trend of it. Whoever masters knowledge would occupy dominant position in the competition and organization being good at learning would be in the invincible position. But knowledge is a scare resource as well. Knowledge is the most precious resource in an organization, but is the one which is the most inadequately organized. Nowadays studies on the knowledge sharing have attached attention of the scholars at home and abroad. However ,There haven’t been research conclusions about the comprehensive selection of the model of knowledge sharing and the theories we mentioned above are basically about the study of the enterprise's knowledge management or evade the type of organization. What’s more, there was paid with more attentions in the study of the model of knowledge sharing of public organization in China.
To some extent, how to cope with the uncertain environment and the change of customer’s demands gives the organization an answer. It is knowledge management and organizational learning, which use knowledge sharing as the core. This study is to emphasize the transformation from the signal and information to knowledge, the core of knowledge sharing in the knowledge flow and putting up learning public organization, through the understanding of essence of scholars’studies at home and abroad on the model of the knowledge management from the multi-discipline and multi-angle. Combining with the case of constructing learning-type public organization of our country and making difficult problems easy and simple, this study analyzes the relationship between learning-type public organization and organizational internal knowledge sharing and does a preliminary study on the reasonable model adapted to the full knowledge sharing of the public organization in China.
