20世纪后半叶,“信息革命的到来,经济全球化的推进,不稳定事件的扩散,意识形态的崩溃,以及网络社会的发展把我们的世界变成了一个地球村——所有这一切彻底改变了游戏规则,它会使原有的组织突然之间变得过时”。[1]
进入21世纪后,行政环境更加难以确定。因此有必要在组织结构与行政过程等层面,进行弹性化改革,收集各种可能性的信息,运用多元资源,并提升沟通协调的能力,以便能使政府根据环境的变化,因时、因地、因人、因事地采取有效的行动方案,从而降低不确定性环境的冲击,引导政策或组织变迁的走向。这正如美国学者全钟燮所述,社会的本质已发生了根本的变化,这迫切要求人们必须从权变的观点来设计、处理和解决公共事务和公共问题。
本论文首先分析了弹性化政府的概念、特征、理念和有效运作的条件,接着分析了弹性化治理模式在组织结构、人事管理、政策制定、公共利益等上的影响,然后分析了理性官僚制的弊端和合理内核以及我国传统官僚制存在的特有问题。
基于上述理论的分析,本论文从行政文化、制度、能力上提出了有针对性的具体措施,期望能在结构、人事、政策、公共利益消除僵化的影响,提高灵活性,适应快速变迁的环境,使我国政府更加具有民主性和高效性,同时注意吸收和发扬理性官僚制的优点,提高社会调控能力,提高政府和公务人员的理性精神、服务意识和素质,以便能消减社会矛盾,更好地为公众提供优质服务,引导社会经济“又好又快”的发展,构建和谐社会。

外文摘要:

In the second half of the 20th century, information revolution's arrival, economic globalization's advancement, the unstable event's proliferation, ideology's collapse, as well as the social network's development turned ours world into a global village - all of which completely changed the rules of the game, the original organizations it will suddenly become obsolete.
After the 21st century, the administrative environment become more difficulty to be determined. Therefore it is necessary to make flexible transformation in the organizational structure and administrative process, collects kinds of the possibility information, use multi-dimensional resources, and enhance communication and coordination capacity, in order to cause the government in accordance with changes in the environment, take effective action plan, thereby reducing the the impact of uncertainty environment, and guide policy or organizational changes of direction. Just as the state of the American scholar Dr. Jong S.Jun, the nature of the community have taken place in fundamental changes, which must be urgently requires people design, management and resolution of public affairs and public issues from the perspective of contingency. 
In this paper, first expatiate the concept of flexible government, characteristics, ideas and effective functioning of the conditions, and analyzed the impact of flexible emerging model in the organizational structure, personnel management, policy formulation, public interest. Then analyzed the shortcoming and reasonable core of the traditional bureaucratic system,and the existence of specific issues in our government.

Based on the above theoretical analysis, this paper raised the target-oriented specific measures from the administrative culture, system, capacity. This paper
hopes eliminate the impact of rigid in the structure, personnel, policy, the public interest.Enhances the flexibility to adapt to rapidly changing environment. So that our government should be more democratic and efficient, while pay attention to absorb the advantages of rational bureaucratic system, improve the social-control capabilities and enhance government and the public service of the rational spirit, sense of service and quality, so as to mitigate social contradictions, and better for the public to provide knight services to guide society and economy “as good as fast” development and build a harmonious society.
